Today, most artificial Christmas trees are made from PVC plastic and Polyethylene (PE). PVC trees are fire-retardant but not fire-resistant. PE needles looks more real if you look closely than PVC ones, so PE costs more.
Yes and No. It might take much of painstaking effort for removing the flocking the next year if you want it in a hypothetical way. It is much more normal for some shedding, but much of them sticks to the foliage pretty well. Thus it would be definitely tricky to pull it off. If you don't intend to keep your tree white, I probably don't suggest to flock it.

A Real or Artificial Christmas Tree
Flocking Powder - A real one will give you a fabulous snowy texture
Goggles, gloves and a mask to protect yourself when applying the flock
A Spray Bottle of Water
Step 1: Prep Workplace
Be sure to protect the base of tree with plastic sheetng and cover the floor beneath the tree with a tarp or dropcloth before you start.
Step 2: Fluff Branches
It doesn't look that artificial if eveything is already assembled and all of the branches are fluffed. Start working from top to the bottom of your tree.
Step 3: Sift Snow Flock and Mist Occationally
Mist-well section of the tree could make sure the faux snow to sit longer. Being careful not to oversatuate, or a fair-bit of fake snow would loss on your tree.
Slightly mist the top of branches, and apply the flock to the tips of needles. The flock smeared on needles or underside of the branches will make it look more artificial.
Step 4: Let it Dry
According to the size of the tree, it might take 8-24 hours to dry when you finish the flocking. Note: A flocked tree can't get wet again after this otherwise it won't dry.
